El Piedrero was a non-delimited territory of Ecuador situated between
the provinces of Guayas and Cañar.[1][2] It was incorporated into the
Guayas Province by the decree issued by President Rafael Correa in
2017.[3]

Has to be is_in:state of Guayas

I changed the border of Guayas https://www.openstreetmap.org/relation/109468 to contain El Piedrero https://www.openstreetmap.org/relation/2674418

Are you sure if El Piedrero should be admin level 8 or 6?
