Finding the GetCapabilites WMS URL for JOSM

I’ve been learning how to use JOSM, as I’m trying to switch to using it for editing OSM, but I’ve ran into an issue when adding a new layer.

When using the Rapid editor, I preferred to use the “Lucas County Orthoimagery (2023)” layer as my background because of it’s high resolution, and being relatively recent, but now that I’m using JOSM, this imagery is not available in it’s default sets.

So I did some digging to try and add it as an option in JOSM.

I’ve used the developer tools in my browser to see the format of the requests it is firing to the imagery server:

From the request URL, I deduced the imagery server uses the WMS tile format, so I went to add it as a WMS source in JOSM, but JOSM is asking for the “GetCapabilities” URL of the server.

I’ve tried clearing the coordinates from the request, and appending &request=getcapabilities to the URL in various places with various parts of the request URL removed, but haven’t found success. The fact that this WMS server seems to not be mentioned anywhere on the Lucas County website doesn’t help.

How should I format the URL before appending the &request=getcapabilities to the end?
