I deeply object to the fact that this proposal was re-opened for a vote without the standard courtesy of community notification

So do I. I’ve stumbled upon it by chance, and after noting in Proposal talk:Historic - OpenStreetMap Wiki that it should be improved upon, decided to do the notification myself so interested people would not miss out due to that unfortunate omission of proponents.
