Is it assumed that a road/landscaping maintenance vehicle would obey routine traffic rules like oneway anyways? I’m imagining all the freeways that disallow parking on the shoulder, but that’s where the highway department’s landscaping trucks park, if not on the grass beside the road for that matter. These vehicles so often flout minspeed regulations that they hang special 
signs off of them.
