Draft for "Second opinion correctness survey"

I’ve added a draft for the Annotation feature “Second opinion correctness survey” to the proposed features page. See

Could anybody forward this to the appropriate mailing list so anybody interested knows this proposal.

I’ve dropped the user name and replaced it with a date, since the user name can be looked up in the history and a survey date gives exactly the same information.
