I want to download a detailed map from OSM.
The problem: I want to have the picture with the Humanitarian-layer - is this possible?

you can just make a screenshot.
You could also use a script to download several map parts (tiles) after another, but that should only be done very carefully (not very big maps) as it creates a high load on the server. Some server operators may even forbid this at all. See their usage restrictions (last paragraph at http://hot.openstreetmap.org/updates/2013-09-29_a_new_window_on_openstreetmap_data ).
