How and where can I download couple of years old US only PBF/OSM file?

You can download full history files, I’m not sure what software can roll them back to a point in time, but this should be feasible (just discard all the versions of objects after a timestamp and discard older versions of these objects).

The full history file will be best if you’re looking for something specific, but for something much simpler - just by luck, I’ve got a North America PBF dated 1/6/2015. It’s 6G, so I don’t know how to make it available if that would work for you.
