Yes, in JOSM there are several sat layers available.

There are satellite images available if you have an account & are actually logged-in to edit the map, but they can’t be seen by a casual visitor.

With a trick (better OSM Script) the sat layer can be seen in the Standard map View.

TLDR: Yes for editing OSM, no for just viewing/using OSM

There are other maps based on OSM data including a aerial image layer, for instance

which additionally provides a virtual 3D view.

mapy.com only uses OSM outside of the Czech Republic but there it is proprietary.
