Do you know what is the difference between “Weight Limit (GVW)” and “Weight Limit (GVWR)”?
Difference is between that and this.
Would
“Weight Limit (GVW) - current weight”
“Weight Limit (GVWR) - fully loaded weight”
be any more clear?

rated would be much better than fully loaded as it indicates it’s purely based on what the paper indicates. Reading fully loaded I think of: Overloaded Truck | Motors.pk
would it be “Weight Limit (GVWR) - rated weight” then?
Not sure about the purpose of your poll, but if you want to distinguish between the two, rated weight seems to be the better description to me than fully loaded weight. But maybe I’m also biased by my technical background. fully loaded sounds quite ambiguous to me.
I worry that the current solution of

and that when you are supposed to select correct one
it will be even worse.
So I want to either find a better labels or restrict new maxweightrating= to France or both.
Because making easier to add extremely (?) rare case of maxweightrating= at cost of people often mistagging maxweight= seems very dubious to me.
Yeah, I would agree with you, that just the abbreviation will be not clear enough for an ordinary person. actual weight limit (GVW) and rated weight limit (GVWR) might be a good terminology for ordinary mappers.
I only know because of OSM, I did not previously know the difference. It doesn’t seem like a lot of the folks putting these signs up know the difference either.
To state the obvious, most of us don’t drive big-rig trucks. You’d only have to know the difference to pass a CDL test. Otherwise, the best argument for using these terms in the UI is simply that that’s what some signs literally say. Fortunately, most weight restrictions in the U.S. are about GVW and we don’t need to concern ourselves with GVWR. If the label needs to be more intuitive than “GVWR”, we could spell it out as “Gross Weight Rating”. The 
button could also elaborate based on the data item description.
