Disruptive editing of National Highways in India

One user (https://www.openstreetmap.org/user/*kv007\*) has been actively retagging many National Highways in India as motorways. Changesets have vague comments such as “Data updates as per reality in 2026”, and the mapper has not responded to any of my comments on their changesets:

  3. Changeset: 183420082 | OpenStreetMap

What can be done to proceed from here?

They are not the only folk doing this in India.
