I don’t know of such statistics in Ukraine, it may be true, in which case it would be easier to know to survey them, but I certainly won’t be able to survey a lot of those places, so these tags will likely last for a long time (which isn’t a problem on its own). On the other hand, I agree with this:

Would be it more helpful in general to replace opening_hours:covid19=closed with something like fixme=check whether it's still open after covid19? fixmes can be made more visible in OSM editors.
