There is a war right now going into the third winter. Openstreetmap contributors not in a position to change when or how it will end.

Normally our policy is to depict reality on the ground, and not any wishful thinking about who “should” “legally” control an area. This would mean that we would have to depict Crimea as being entirely and exclusively Russian. However, in an unprecedented exception from our policy we have decided to include Crimea in both the Russian and the Ukrainian boundaries, as a compromise that least alienates our Russian and Ukrainian contributors.

Since it is unusual for two national boundaries to overlap, this may have strange and unexpected results in rendering or geocoding, but if you look up the two countries in OSM you will find that Crimea is actually part of both.

As for other parts of Ukraine currently occupied by Russia, we are still showing them as being exclusively Ukraine because we don’t want to have our borders follow an ongoing war. We’ll wait until the war is over and then, if necessary, edit our boundaries to reflect the new reality.

On top of that, this area also is classified as boundary=disputed which further highlights the current situation of Crimea.
