Close topic creation in Communities top-level category

As discussed here, it is confusing to mix threads and subcategories in the #communities category.

My suggestion is to:

  • Lock thread creation directly in #communities. (Can we do that?)
  • Move existing threads into the #general category, perhaps with a “communities” tag added.

Yeah, that seems reasonable now that we have some subcategories and a process to request new categories.

I’ve applied the changes (#community tag addition, move to #general and lock top level topic creation)
