I want to be very precise in my language here. We do not have an official process. We have a de facto process developed by ad hoc community interactions over a period of years, documented by a variety of authors editing several wiki pages and enforced in an arbitrary way by various community actors.
There is. no. official. process.
Many have argued that the project would benefit from an official process in which an OSMF-endorsed mechanism existed to manage some aspect of tagging or mapping. Until or unless such a mechanism is realized I continue to beat the drum that the project is governed entirely by ad hoc human relationships when it comes to getting anything done. What may look like “process” to an uninitiated observer is really just smoke and mirrors.
The closest I’ve seen to a candidate addressing this forthrightly is Sarah Hoffmann’s answer to the tagging question where she says:
[…] such a working group would need to start with a study that researches the different options of standardization or consolidation of our tagging system, so that the community can have an informed discussion. Only then can we talk about how the OSMF can support a concrete evolution step.
I think that would get a great start should the OSMF be willing to tackle this question.
