Is there a way to change the color of the lasso tool from white to something more visible?

It doesn’t seem so. As far as I can tell, the lasso line is #dddddd, which isn’t found in the color settings.
A workaround is that you can adjust the opacity of the background layer with the eye button (below) so the tool lines have better contrast.
You can also try filing feature request at JOSM issue tracker. If one is not filed already. If it is, you can upvote the request.
