Is there a way to access the boundary data historically.
This Municipality was 5-10 years ago merged from 3 areas to form one area.
Im trying to see if there is a way to get the old area boundaries.

Overpass turbo let’s you query “attic” data for the state of the database at a particular date. If OSM has had the boundaries you want at some point between 2012 and now this should be able to retrieve what the boundary looked like at that point.
Documentation on usage here. Example here. You’ll probably want to limit your query to the specific admin level you need to avoid loading too much data in your browser.
It is possible to see what was in OSM data a few years ago. osmium time-filter can extract just a time period. Or overpass.
However it’s possible that the old boundary might not have been in OSM in the first place.
