I come across WTPxxxxxxxx nodes now and then and have no idea why they are there.

closest I get is often this site

Any ideas what it is and why it exists?

It’s almost certainly an imported waypoint from a GPS logging device (loggger, smartphone, GPSr). It may be significant in that the user added a waypoint. For now I’d just change the name tag to something like gpx_waypoint and start a discussion on the changeset. It may remind the person who recorded the track that they saw something in that location.
