Can an experienced user help with extracting data from ArcGIS to add Neighborhoods in North Miami Beach, FL

I am unfamiliar with ArcGIS and would appreciate if someone can guide me on this. I am trying to compile data and add to OSM the neighborhoods & sub-neighborhoods of the municipality of North Miami Beach, FL. I found PDF document, image files, and web pages which contain information about the neighborhoods borders and names. But the most helpful link is the municipalities hosted ArcGIS instance which contains many viewable GIS maps of the neighborhoods borders and names. I was hoping someone can aid me in extracting the data and uploading the borders to OSM. To help out a bit more on understanding the orders, I’ve edited the Wikipedia page of the city to show which is inside which.

While I am sorry that I don’t know how to get things out of ArcGIS programmatically, I will point out ahead of time to anyone that isn’t from Florida and does not know this, but due to Microdecisions, Inc. v. Skinner (and the laws of the state of FL) unless the source has explicitly been opted out by legislation things created by any government entity (including agencies of governments) are Public Domain and thus usable as a source for OSM contributions. As the above linked open data hub seems to come from a city in Fl the linked data should be usable as a source for OSM contributions. Just wanted to clarify for those that are not from Florida and thus might not know this.

As for how to get things out of ArcGIS, If you find a way to download the data source you may be able to use the QuickOSM plugin in QGIS (something I have only heard of being a thing and have no experience in, though I intend to learn it some time soon). I am sorry that I am not of more help on that front.
