Microsoft’s footprint dataset is pretty comprehensive (USA and many places worldwide), but I’ve never been impressed with the quality of the footprints. Shape, rotation, and alignment are all pretty approximate.
You might have better luck with government sources. I’m not aware of any state or national level footprint datasets, but some city and county GIS departments provide building footprints, often including height/address/other metadata. Some don’t, or don’t offer them under a license we can use for OSM.
