My name is Tara, and I’m writing to you on behalf of Open Maps Microsoft team regarding administrative boundaries of districts in Madagascar.
We’ve noticed that districts of Madagascar are partially mapped and came across a dataset from geoBoundaries where ADM 2 represents districts. Since geoBoundaries confirmed that their CC by 4.0 license can be used for OSM (see Contributors - OpenStreetMap Wiki ), this data can be used if accurate.
During our research, we’ve checked multiple sources as well as FR:Madagascar tagging guidelines - OpenStreetMap Wiki. GeoBoundaries ADM 2 data sems mostly correct based on our research. We’ve noted that there were changes regarding decentralization in the past years with some changes in régions, but the data regarding districts seems to follow what we found as current division.
Since this data is legal to use for OSM, we would like to add missing districts respective to current mapping. Addition would be according to community guidelines (as admin_level=6 relations).
Could someone with local knowledge look at the dataset from geoBoundaries- download here and give an opinion on whether this data is good enough to be used for mapping districts in Madagascar?
We also want to note that we noticed some issues within geoBoundaries ADM2 data in area near Antananarivo. In the set there 6 polygons ranging from“1er Arrondissement” to “6e Arrondissement”. In some sources “Antananarivo Renivohitra” is the district that encompasses Antananarivo who is further dived into arrondisment. On other it is mentioned that each arrondissement within Antananarivo coincide with district of Madagascar. Should we consider arrondisments of Antananarivo as admin_level=6 or something else?
