My thoughts:

  1. No all-caps: As you suggested, I wouldn’t use all-caps names. We had an equivalent community agreement for names of bus stops in Ljubljana.

  2. Tag the complete name: I’d use the full name for the name=* tag and optionally use short_name=* for a shorter version.

  3. Separate name and network/operator: Currently the BiciceLJ station names all start with Bicikelj – in OSM (example). I find this redundant as there is already a network=BiciceLJ tag. I’d opt for name=Nove Fužine + network=BiciceLJ.

  4. No address tags: As discussed in this thread, don’t use address tags on rental stations, even if the operator does so.
