I find only this http://www.bygeo.ru/materialy/naselenie-belarusi/421-naselennye-punkty-belarusi-odnim-spiskom-skachat-v-formate-excel.html file, but not sure that it’s up to date.
Actual data should be in http://map.nca.by/map.html: select Реестр АТЕ и ТЕ and click to city on map - it should contain СОАТО code, but I do not know how to get it bulk.
