would be great to be able to send messages to other users even if they opted out of public gamification / user profile.
Private messages are not blocked by a hidden user profile but by user settings under Preferences → Users → Messages → Allow other users to send me personal messages and chat direct messages

Why do we have this option? Is community about a community that is different from the one that edits the map?
