There are some renderings that combine OSM with hill-shading. The casing of the areas of interest (maybe) and the leaders (certainly) you may/will have to create yourselves. A number of GIS packages can consume openstreetmap data, no idea here, which one can create the leaders.

Unfortunately the map isn’t super detailed in that area, which might be a roadblock even if you can technically do it. So I’d at least make sure the things you’d want in your map are in OpenStreetMap before spending the time on it.
