According to the Census Bureau, North Dakota and Wisconsin never allow townships and incorporated places to overlap, and Michigan and Minnesota equate townships to incorporated places, so there shouldn’t be any overlap there either. However, Minnesota and North Dakota don’t completely subdivide all their counties into townships, so the Census Bureau comes up with “unorganized territories” as placeholders.
