Are we able to use this map? Experience}}
Its not clear to me if there needs to be more explicit permissions given by OSM’s rules but unlike this map it does not have any clear copyright and has text saying it is free to use. The reason I am asking is because it has the most clear imagery of irael of any source I have seen.
You may need to contact them & ask if it can be used for mapping in OSM.
Does https://www.haifa.muni.il/ say anything about copyright / licenses?
I can’t open it so it may be restricted to local resoidents?
There is this site that talks about the map but it does not mention a license though it does say the main purpose is for the municipality itself. Its possible this (https://www.haifa.muni.il/operation/security-and-emergency/emergency-preparedness/gis-on-war/) (published 2023-10-14) is why you cannot access it.
There are these (https://www.haifa.muni.il/city-and-muni/socio-economic-research/maps/) maps which are apparently compiled from the main GIS one. Of which only one (https://www.haifa.muni.il/wp-content/uploads/2021/07/metropolinHaifa.pdf) ,which goes beyond the main boundary of Haifa to its metropolitan area, has a copyright and the other three (for example https://www.haifa.muni.il/wp-content/uploads/2024/07/מפת-תת-רובעים-2022-scaled.jpg) that are clearly based on the GIS map (having the same boundaries) have attribution to the city of Haifa but no copyright.

I think it is likely that this data is from (https://opendata.haifa.muni.il/dataset) which is under a clear ODbl license which seems (https://wiki.openstreetmap.org/wiki/Import/Catalogue) to be used in OSM.
I will contact them at pniotz@haifa.muni.il if no one has a clearer idea of the situation.
