Delaware is very lacking in the building area. Not even local hospitals or churches have buildings on OSM. Can we start an initiative to get all of these buildings placed?
The traditional way to get buildings into OSM is to have the community trace them from aerial imagery. This is possible, depending on the size of the local community and interest.
If there is any public source of building data that is compatible with OSM, that might be possible. It is important to merge any buildings from that import with any existing buildings (not to delete and replace). If the public data has addressing information available, that should also be added at the time of import.

Of course a project to trace buildings from imagery can proceed at any time without any special procedure.
