A25 toll road in Portugal is shown throughout as toll free but it isn't

The subject is self-explanatory really.

I discovered this problem today as I was routed onto it by Magic Earth even though I have the option set to avoid toll roads.

I have checked at various points along its length and it seems the entire length of the A25 is set as toll=no.

I assume that it is possible by some means to batch edit the entire road to correct this but it is beyond my capability.

The tag toll on way 29056675 has been changed from yes to no by user DanielAgos | OpenStreetMap in Changeset: 161056727 | OpenStreetMap (https://osm.mapki.com/history/way/29056675) . I suggest contacting the user or comment the changeset about the reason for his changes.

There are quite a few news articles indicating that Portugal abolished tolls on the A22 and some other motorways from the start of this year.

Also, this apparently official site includes the following:

No que se refere aos lanços e sublanços (i) das concessões Algarve (A22), Interior Norte (A24), Beiras Litoral e Alta (A25) e Norte Litoral (A28), neste caso apenas quanto aos pórticos situados nos sublanços entre Esposende e Antas e entre Neiva e Darque, (ii) das subconcessões AE Transmontana e Pinhal Interior, e (iii) da A4 – Túnel do Marão e da A23 – Torres Novas (A1)/Abrantes, conforme determinado pela Lei n.º 37/2024, de 7 de agosto, as respetivas taxas de portagem são valorizadas a preço zero a partir das 00h00 do dia 1 de janeiro de 2025, ou seja, passam a não ter custos para o utilizador.

… which suggests that the toll rate since 1 January has been zero.

So we would need to establish if this is really a toll road and if so what is the story behind the various sources that indicate otherwise.

Unfortunately the Portuguese government have not removed the toll signs on the route in question, or modified them, so my concerns are understandable.

It’s a credit to the contributor that OSM is so up-to-date!

To give credit where it’s due, I should note that this topic was extensively discussed in the OSM Portugal group on Telegram, so it was certainly a carefully considered change. That said, the changeset comment could have indicated this. I left a comment there, recommending that future changes of the same scale get a bit more context explicitly stated in the changeset comment.

Indeed, as @waldyrious wrote, this was considered in the Portuguese community and we are almost sure, although it was not possible to survey the entire length of the motor-road, that the update was correctly done. As you said, this change was not adequately updated in the terrain, which is typical of how things are done in this country.
We’ll keep giving this issue some attention, but I think for now things are very well updated in the map.

Just one note: there’s a subcategory for Portugal. It’s always better to also activate the discussion there, since it’s more likely that you’ll have a quick answer there.

Thanks for the additional information. I have only started updating OSM quite recently. I travel all year in my motorhome and I am travelling round Portugal at the moment. As I travel I note any errors that I have found then do updates when I’m parked for the night. This apparent error seemed very fundamental which is why I posted a question about it.

I have provided information about the toll road changes in an UK motorhome forum so fellow travellers are aware of the change.

One thing I have noted in Portugal is the very poor information about speed limits in OSM. (By comparison in the UK it is very unusual to find incorrect or missing speed limits.) Is there a reason why this is the case?

The reason is simple: it’s a lot of work for too few hands. :wink:
Is an ongoing project that will take many, many years to reach an acceptable level of coverage.

Just to add that the topic is still being discussed in the OSM Portugal group in Telegram and updates are still being made where necessary. The situation is a little tricky due to official sources (and the on-the-ground infrastructure) being updated at different paces.

I should point out that Wikipedia was updated even faster! Edits were made as early as 1 January to reflect the new situation! :slight_smile:

I suspected that was the problem. You would think there would be an open source database of speed limits though I suspect that like the UK there isn’t one…

I did note yesterday that there are two new roundabouts on the N106 north of Penafiel. One is finished and the other under construction. They are situated near 41.2152119, -8.2876225.

I haven’t been able to add these since they are too new to be shown on aerial images.

Perhaps somebody nearby could add them…

A footnote.

I have just checked my credit card statement and I have been charged tolls on the A25 in early February so perhaps the tolls have not been removed after all…

The A25 is not free in all its course.
Do you know in which stretch the toll was applied?

I believe I was charged between Junction 4 and Junction 7 which is shown as toll free on OSM. According to information earlier in this thread it is understood that this is now toll free. Apparently that is incorrect.

Yes, between junction 4 and 7, A 25 is not toll free, only between 1 - 4 and 7 - 34. If you’re using an app with updated OSM, it should have warned you about that.

When I raised this issue originally OSM showed that section between junctions 4 and 7 as toll free and Magic Earth routed me that way.

It must have been corrected since I think.
