A new on-ramp to an expressway was built. What to do with the old one?

I completed the addition of the new on-ramp on OSM soon after it actually opened. The old one is currently completely closed, so I was going to remove it from OSM, but…

1. A substantial part of it may well be converted to some sort of local street in the near future, so I guess it would be best to leave everything in place for now but tag it with something. “highway=construction”, maybe? (Even though there is no construction work in progress yet?) Any other ideas?

2. There are four bus routes listed under “Relations” for the lines in question. Is there a simple way to transfer those relations to the corresponding new lines?

If it’s closed for everyone, tag it access=no. Don’t remove the ramp just because it is not in use. As long as it exists, it should be in osm.

You could also possibly tag it as disused:highway= so it no longer appears as an operational road.

JOSM’s “Move memberships” plugin can do exactly that.
