I encounter this case in Bangkok. It’s marked as highway=residential.
It’s not enough or correct, because it’s just narrow way that can be use by pedestrian, bikes and motorcycles…definetely not for cars…
How to tag it?

Would highway=pedestrian (with appropriate access tags for bicycles and motor_bikes) be better? Or highway=living_street (again, add appropriate negative access tags for cars etc).
Either way, you’ll need to make use of access tags to show which types of transport are/aren’t allowed.
Edit: also to note there’s a difference between not allowed and can’t fit. If cars are legally allowed but perhaps can’t fit, then you’d need to tag the width instead.

Nevertheless, the specification of width

PS: The more I think about it,
service=alley
also comes into question as a possible alternative. (What about tuk-tuk vehicles? Do they drive there?)
highway=footway imo
It seems way too small for anything else.
Cycling wouldn’t be a problem.
I think this has been discussed in Thailand sub. Better to refer the locals.
